China's top legislator Zhao Leji met with Portuguese Prime Minister Luis Montenegro in Beijing on Tuesday, signaling strengthened cooperation between the two nations. As chairman of the National People's Congress (NPC) Standing Committee, Zhao emphasized China's commitment to implementing bilateral agreements and expanding collaboration under four key global initiatives.
"We welcome Portugal's participation in the Global Development, Security, Civilization, and Governance Initiatives," Zhao stated, highlighting shared commitments to multilateralism. The Chinese legislature proposed enhanced exchanges with Portugal's parliament, particularly in legislative processes and oversight mechanisms.
Montenegro praised bilateral relations as a "model for international partnerships," reaffirming Portugal's adherence to the one-China policy. The European leader acknowledged China's growing role in global governance and expressed willingness to expand practical cooperation in trade, culture, and legislative affairs.
The meeting comes as China strengthens European partnerships amid shifting global economic dynamics. Analysts suggest such high-level dialogues could pave the way for new investment opportunities in green energy and technology sectors.
