China’s Top Legislature to Address Key Laws, Economic Reports in September Session

China's National People's Congress (NPC) Standing Committee will convene from September 8 to 12 for its 17th session, with a packed agenda addressing critical legislative updates and economic strategies. The meeting, chaired by NPC Standing Committee Chairman Zhao Leji, will review 11 draft laws and amendments spanning atomic energy regulations, public health emergency protocols, and hazardous chemical safety management.

Legislative Priorities

Key proposals include revisions to the Cybersecurity Law and a new national parks framework, alongside updates to the Arbitration Law and Prison Law. Lawmakers will also deliberate an extradition treaty with the Republic of Serbia, signaling strengthened international legal cooperation.

Economic Oversight

The session will scrutinize State Council reports on 2025 economic development plans, 2024 budget execution, and government debt management. A separate analysis by the NPC Financial and Economic Affairs Committee will evaluate China's economic performance this year, offering insights for global investors monitoring Asia's largest economy.

Public Engagement

Notably, the agenda includes a review of public complaint handling by administrative bodies since February 2025 – a move analysts suggest reflects ongoing efforts to improve governance responsiveness.
