Hong Kong Targets 16 Overseas Fugitives in National Security Crackdown

The Hong Kong Special Administrative Region (HKSAR) government has escalated its national security enforcement by imposing strict financial and legal measures against 16 overseas-based activists accused of endangering state security. Security Secretary Chris Tang Ping-keung invoked powers under the Safeguarding National Security Ordinance on Monday to freeze assets and restrict business dealings with the named individuals.

Those targeted include prominent figures such as Feng Chongyi, former lawmaker Ted Hui Chi-fung, and activist Chan Lai-chun, all residing in countries including Britain, the U.S., and China's Taiwan region. Authorities allege they organized subversive activities through an overseas group called the "Hong Kong Parliament," with arrest warrants issued in July 2024.

The measures include:

  • Asset freezes and financial transaction bans
  • Property transaction restrictions
  • Prohibition of business partnerships
  • Passport cancellations for most individuals

This follows earlier actions against three other fugitives in 2024. A government spokesperson stated: "These wanted criminals continue to endanger national security from abroad while spreading anti-China propaganda. Our measures aim to disrupt their operational capabilities."

The move highlights Hong Kong's expanding cross-border legal reach under its national security framework, with implications for international businesses and diaspora communities engaging with the named individuals.
