China has launched a comprehensive strategy to expand its domestic service industry, targeting rural revitalization and employment growth as part of its broader economic agenda. The plan, announced Monday by the Ministry of Commerce and eight other government bodies, aims to address labor market challenges while improving living standards for rural populations.

Key Measures for Economic Transformation

The 14-point initiative focuses on increasing rural workforce participation through vocational training programs and enhanced social security protections. By channeling nearly 300 million rural migrant workers into structured service roles, authorities aim to stabilize employment while meeting rising consumer demand for domestic services.

Urban Integration and Housing Support

Notably, the plan includes provisions for affordable urban housing access and equal public service rights for domestic service workers migrating to cities. This aligns with China's urbanization goals, seeking to bridge the rural-urban development gap through systematic workforce integration.

Market Potential and Current Impact

With over 30 million professionals already employed across 1 million enterprises, China's domestic service sector now boasts a market value exceeding $153 billion. The new measures could further accelerate growth in this labor-intensive industry, particularly in childcare, elderly care, and household management services.
