New Water Governance Strategy Targets Ecological Balance
China has launched a comprehensive strategy to protect its waterways, with ambitious goals to achieve harmonious human-water coexistence by 2035. The plan, outlined in newly released guidelines from the Communist Party of China Central Committee and the State Council, addresses flood control, ecological restoration, and cultural preservation across six key areas.
Four Pillars of Flood Prevention
Amid growing climate challenges, authorities emphasized the 'four noes' flood-control targets: zero casualties, no dam breaches, intact critical dikes, and protected infrastructure. Enhanced monitoring systems and coordinated water project management form the backbone of this strategy.
Water Conservation Breakthroughs
Despite rapid economic growth and urbanization, China's total water consumption has remained stable at 610 billion cubic meters for a decade. New initiatives will establish water-saving systems for agricultural, industrial, and urban use through advanced technologies and policy frameworks.
National Water Network Expands
The South-to-North Water Diversion Project has already supplied 80 billion cubic meters to 185 million people. Officials announced accelerated development of regional water networks, with 35 provincial-level projects currently underway.
Groundwater Recovery Success
Northern China's groundwater management program shows remarkable progress, reducing over-extraction by 85.8% since 2015. This model will now expand to other regions through targeted ecological flow management and soil conservation measures.
