China Launches World’s First Commercial Passenger eVTOL Operations

China's aviation sector marked a historic milestone on March 28 as the Civil Aviation Administration of China (CAAC) awarded the world's first Air Operation Certificate for passenger-carrying eVTOLs (electric vertical takeoff and landing aircraft) to two firms under NASDAQ-listed EHang. This certification officially enables commercial operations of autonomous aircraft for urban air mobility, signaling a leap into the 'low-altitude economy' era.

The EH216-S eVTOL, developed by EHang, is the first globally to achieve full regulatory compliance for passenger transport. Approved for urban commuting, tourism, and logistics, the aircraft has logged over 60,000 safe test flights. Services will debut in Guangzhou and Hefei, offering low-altitude sightseeing and air commuting to the public.

China classifies the low-altitude economy – defined as economic activity below 1,000 meters using drones and eVTOLs – as a cornerstone of its 'new quality productive forces.' The sector integrates aviation manufacturing, digital infrastructure, and cross-industry applications, with plans to expand into emergency response, cargo delivery, and environmental monitoring.

At the 2025 Zhongguancun Forum, researchers highlighted the strategic importance of future industries like low-altitude aviation. Pu Songtao of CEIID noted that China is accelerating policies to secure global technological leadership. Regional hubs like Beijing and the Yangtze River Delta are prioritizing AI, aerospace, and health tech clusters to drive innovation.

This development positions China at the forefront of urban air mobility, potentially reshaping transportation networks and creating opportunities for investors, city planners, and travelers worldwide.
