China’s focus on integrating artificial intelligence into its industrial framework is transforming global tech collaboration, as showcased during the recent Two Sessions policy meetings. The "AI Plus Initiative," prominently featured in the government work report for the second consecutive year, is catalyzing an era of "open-resource innovation" that extends far beyond traditional open-source code sharing.

Wang Jian, a member of the Chinese People’s Political Consultative Conference National Committee and Alibaba Cloud founder, highlighted the strategic shift led by companies like DeepSeek, which has made its large language model freely available to global developers. "This democratizes access to transformative tools," Wang told CGTN, noting that such moves empower small businesses and researchers worldwide to build upon China’s technological advancements.

The ripple effects are visible across sectors:

  • HarmonyOS now powers 70+ organizations with 8,100+ contributors

According to Ministry of Industry and Information Technology data, China’s 9.4 million software developers now contribute to 17% of global open-source projects. The push aligns with corporate visions like Haier Group’s transformation from "Made in China" to "Intelligently Made in China," as articulated by NPC deputy Zhou Yunjie.

As China solidifies its position as the world’s second-largest open-source contributor, analysts predict accelerated cross-border innovation partnerships reshaping industries from healthcare to smart manufacturing.
