China Releases White Paper Highlighting Fentanyl Control Measures

China Expands Anti-Drug Efforts with New Lab Network

The Chinese mainland unveiled a comprehensive white paper titled Controlling Fentanyl-Related Substances – China’s Contribution on Tuesday, outlining its robust framework for combating synthetic drug threats. The State Council Information Office report details a nationwide 1+5+N narcotics laboratory network, spanning 71,000 square meters and staffed by over 650 specialized technicians.

The model centralizes research at the China National Narcotics Laboratory (established in 2008) while expanding through five regional hubs in Beijing, Zhejiang, Guangdong, Sichuan, and Shaanxi. Provincial and municipal labs complete the structure, designed to enhance monitoring and analysis of emerging substances.

Emphasizing its role as a signatory to three UN drug control conventions, the document underscores China’s commitment to strict enforcement and international collaboration. Analysts note this system positions the country as a key partner in global efforts to curb fentanyl misuse amid rising transnational public health concerns.
