The eastern Chinese tech city of Hangzhou is taking significant strides to enhance its reputation as a premier innovation hub. The city, renowned as the home of e-commerce giant Alibaba and the emerging AI firm DeepSeek, has unveiled a comprehensive set of measures designed to spur technological advancement and economic growth.
According to Lou Xiuhua, head of the municipal bureau of science and technology, these initiatives aim to bolster high-level innovation platforms, promote the transfer and application of technology, and reinforce the role of enterprises as key drivers of technological innovation.
One of the key measures includes a partnership plan that fosters collaboration between tech innovation platforms, universities, enterprises, and industrial chains. Additionally, Hangzhou plans to accelerate the development of facilities and foundational projects, such as large-scale models and computing power infrastructure. To support small and medium-sized enterprises (SMEs), the city will allocate more computing power vouchers—a government subsidy tool that provides SMEs with affordable access to computing resources, facilitating the innovative application of AI technologies and digital transformation.
Furthering its commitment to technological integration, Hangzhou will launch an 'AI+' initiative aimed at promoting the fusion of artificial intelligence across various industries. The city will also implement a reform concerning the application of technological achievements, encouraging universities and research institutions to license their innovations to SMEs under a 'use first, pay later' model.
