Xi Signs Order for Revised Military Equipment Research Regulations

Xi Jinping, chairman of the Central Military Commission, has signed an order to promulgate a set of revised regulations on scientific research related to military equipment.

The new regulations establish guidelines for quality control, cost management, acceptance procedures, support measures, and address safety and confidentiality concerns.

Comprising 49 articles across eight chapters, the regulations will take effect on March 1. They outline a vision for military equipment research that emphasizes high quality, efficiency, low costs, and sustainable development.

The development model integrates original innovation, independent research and development, controllability, and open exchange. The regulations also call for accelerated efforts to achieve self-reliance, strengthen equipment-related scientific research, and adopt an innovation-driven approach with improved planning.

Additionally, the revised regulations stipulate enhanced supervision and regulation, accompanied by detailed accountability rules to ensure compliance and effective implementation.
