China's employment landscape remained stable in 2024, with the addition of 12.56 million new urban jobs, according to the Ministry of Human Resources and Social Security. The surveyed urban unemployment rate stood at 5.1 percent, a decrease of 0.1 percentage points from the previous year, indicating a positive trend in the job market. \"The employment situation remained generally stable,\" Lu stated, emphasizing the government's commitment to maintaining low unemployment rates.
By the end of 2024, over 33.05 million individuals who had been lifted from poverty were gainfully employed, showcasing the effectiveness of China's poverty alleviation programs. The ministry also reported significant growth in social security coverage, with nearly 1.39 billion social security card holders, including 1.07 billion digital card users. This expansion reflects China's push towards digitization and accessibility in social services.
Efforts to enhance vocational skills saw over 12 million people obtaining vocational skill-level certificates or professional qualification certificates last year. \"We have strengthened the standardized management of vocational competence assessment,\" Lu noted, highlighting the importance of skilled labor in supporting economic growth.
Looking ahead, the ministry announced plans to implement a targeted employment support program in 2025. This initiative aims to support key sectors, industries, urban-rural grassroots, as well as micro, small, and medium-sized enterprises. It includes establishing a mechanism for collecting and releasing information on job positions related to major projects.
The ministry will also accelerate research and formulation of policies to enhance the appeal of the private pension system, aiming to provide better financial security for retirees.
Official data showed significant activity in the human resource services sector by the end of 2023. According to ministry official Zhang Wenmiao, 70,000 human resource service agencies were operating nationwide, employing 1.06 million people. Throughout 2023, these agencies provided services to 300 million workers and 55.99 million employers, with approximately 40 percent of these employers in the manufacturing sector.
Youth employment remains a top priority. The ministry plans to introduce a youth job creation program this year, including measures to boost employment for college graduates. \"Throughout 2025, we will organize a series of activities to promote employment and entrepreneurship among young people,\" said ministry official Chen Yongjia.
