China has reported the creation of 12.56 million new urban jobs in 2024, signaling a stable employment landscape in the world's second-largest economy. The figures were released by the Ministry of Human Resources and Social Security on Tuesday, highlighting the government's efforts to bolster the job market amid global economic uncertainties.
The country's surveyed urban unemployment rate stood at 5.1 percent in 2024, a slight decrease of 0.1 percentage points from the previous year. \"The employment situation remained generally stable,\" stated Lu Aihong, spokesperson for the Ministry, during a press conference. This stability reflects China's ongoing commitment to maintaining economic resilience and social well-being.
Employment among individuals lifted from poverty has also seen significant progress. By the end of 2024, over 33.05 million people who had previously been in poverty secured jobs, contributing to China's poverty alleviation goals and economic inclusivity.
Additionally, the number of social security card holders reached nearly 1.39 billion by the end of last year, including 1.07 billion digital social security card users. Lu noted the expansion of digital services, emphasizing the convenience and accessibility provided to the populace. Social security cards, available in both physical and digital formats, play a crucial role in accessing social services and benefits.
The Ministry has also intensified the standardized management of vocational competence assessments. In 2024, over 12 million individuals obtained vocational skill-level certificates or professional qualification certificates. This initiative aims to enhance workforce capabilities and meet the evolving demands of various industries.
Looking ahead to 2025, the Ministry announced plans to implement a targeted employment support program focusing on key sectors, industries, urban-rural grassroots, as well as micro, small, and medium-sized enterprises. The program will establish mechanisms for collecting and releasing information on job positions related to major projects, facilitating better job matching and opportunities.
The enhancement of the private pension system is also on the agenda. The Ministry will accelerate research and formulation of relevant policies and measures to increase the system's appeal, addressing the needs of an aging population and promoting long-term financial security for citizens.
By the end of 2023, approximately 70,000 human resource service agencies were operating across the country, employing 1.06 million people. These agencies provided services to 300 million workers and 55.99 million employers throughout 2023, with around 40 percent of these employers in the manufacturing sector, according to official Zhang Wenmiao.
Youth employment remains a top priority. The Ministry plans to introduce a youth job creation program in 2025, including measures to boost employment for college graduates. \"Throughout 2025, we will organize a series of activities to promote employment and entrepreneurship among young people,\" said Chen Yongjia, an official with the Ministry. This focus aims to harness the potential of the younger generation and drive innovation and economic growth.
