China has continued its impressive employment growth by creating 12.56 million new urban jobs in 2024, according to the Ministry of Human Resources and Social Security. This achievement underscores the country's ongoing efforts to maintain a stable employment landscape amid global economic uncertainties.
At a press conference on Tuesday, ministry spokesperson Lu Aihong announced that China's surveyed urban unemployment rate stood at 5.1 percent in 2024, marking a 0.1 percentage point decrease from the previous year. \"The employment situation remained generally stable,\" Lu stated, highlighting the success of policies aimed at boosting job creation and economic stability.
Significant strides have also been made in lifting people out of poverty through employment. By the end of 2024, over 33.05 million individuals who had previously been in poverty secured jobs, offering them a sustainable path towards improved livelihoods.
The expansion of social security coverage has been another focal point for China. The number of social security card holders reached nearly 1.39 billion by the end of last year, including 1.07 billion digital social security card users. Social security cards, available in both physical and digital forms, provide residents with access to essential services, and many people opt to hold both types.
In an effort to enhance workforce skills, the ministry has strengthened the standardized management of vocational competence assessments. Over 12 million individuals obtained vocational skill-level certificates or professional qualification certificates last year, reflecting a nationwide push towards upskilling and professional development.
Looking ahead, the ministry announced plans to implement a targeted employment support program in 2025. This initiative will focus on key sectors, industries, urban-rural grassroots, and micro, small, and medium-sized enterprises. A mechanism will be established to collect and release information on job positions related to major projects, facilitating better job matching and opportunities for job seekers.
Efforts are also underway to enhance the appeal of the private pension system. The ministry will accelerate the research and formulation of relevant policies and measures to encourage more residents to participate in private pension schemes, contributing to long-term financial security for the aging population.
By the end of 2023, the country saw 70,000 human resource service agencies operating nationwide, employing 1.06 million people. According to ministry official Zhang Wenmiao, these agencies provided services to 300 million workers and 55.99 million employers throughout 2023, with approximately 40 percent of these employers in the manufacturing sector.
Youth employment remains a top priority for the ministry. This year, a youth job creation program will be introduced, including measures specifically designed to boost employment for college graduates. \"Throughout 2025, we will organize a series of activities to promote employment and entrepreneurship among young people,\" said ministry official Chen Yongjia, emphasizing the government's commitment to supporting the next generation of the workforce.
