China’s UN Envoy Fu Cong Calls for Global Support to Achieve Stability in Syria

At a critical juncture in Syria’s ongoing crisis, Fu Cong, China’s permanent representative to the United Nations, has called upon the international community to strengthen solidarity and coordinate efforts to support Syria’s journey towards stability and development.

Speaking at a United Nations Security Council meeting on Wednesday, Fu emphasized the daunting challenges that lie ahead for Syria. He highlighted the importance of a Syrian-led and Syrian-owned political process, in line with the spirit and principles of Council Resolution 2254.

“The international community must effectively respect Syria’s right to pursue a development path that aligns with its national conditions,” Fu stated. “Allowing the Syrian people to decide their country’s future based on their own will is paramount.”

Fu expressed concern over the postponement of the national dialogue conference, originally scheduled for January 5. He urged all parties within Syria to prioritize the long-term interests of the nation and its people by initiating an open and inclusive political settlement process.

Addressing the persistent threat of terrorism, Fu stressed that zero tolerance must remain the bottom line, regardless of the domestic developments in Syria. He noted reports of the Syrian army granting senior military ranks to foreign terrorist fighters, including leaders of organizations listed by the Council such as the Turkistan Islamic Party, also known as the East Turkestan Islamic Movement. Fu called on Syria to fulfill its counter-terrorism obligations and prevent terrorist forces from using its territory to threaten the security of other countries.

The humanitarian situation in Syria also took center stage in Fu’s remarks. With over 16 million people in dire need, prolonged unilateral sanctions have further exacerbated the suffering of the Syrian population. Fu urged the international community to increase assistance, emphasizing the United Nations’ role in coordinating humanitarian efforts, accelerating project implementation, and prioritizing the immediate needs of the population, especially during the harsh winter months.

“All parties in Syria should abide by international humanitarian law, actively cooperate with humanitarian operations, and ensure access and safety for humanitarian personnel,” he asserted.

Fu also addressed the issue of the Golan Heights, reaffirming that it is internationally recognized as occupied Syrian territory. He reiterated that the sovereignty, independence, unity, and territorial integrity of Syria should be respected, and called for the implementation of Council resolutions regarding the Golan Heights, as well as compliance with the 1974 agreement on disengagement of forces.

Closing his remarks, Fu highlighted China’s longstanding policy of friendship and cooperation with Syria, emphasizing non-interference in its internal affairs. “China stands ready to continue working with the international community to help Syria achieve a smooth transition and gradually embark on a path of peaceful development,” he concluded.
