Senior Chinese lawmakers convened on Sunday for an in-depth deliberation of pivotal reports during the ongoing session of the National People’s Congress (NPC) Standing Committee.
Zhao Leji, chairman of the NPC Standing Committee, presided over the plenary meeting, underscoring the significance of the session’s agenda in shaping the nation’s legislative and governance landscape.
Strengthening Oversight of State-Owned Assets
A central focus of the meeting was the report on enforcing the Law on State-Owned Assets of Enterprises. Lawmakers discussed proposals to establish and refine the entrusted agency mechanism for state-owned enterprises (SOEs) and state capital. The aim is to bolster the management and efficiency of SOEs, ensuring they contribute effectively to China’s economic development.
Advancing Yellow River Protection
The enforcement of the Yellow River Protection Law was another critical topic. Lawmakers reviewed progress in promoting law-based governance of the Yellow River, emphasizing the importance of conserving and restoring the ecosystem of its basin. The Yellow River, often called the “Mother River” of China, is vital to the country’s ecological security and sustainable development.
Audit Rectification and Accountability
An audit rectification report for 2023 was presented, highlighting significant strides in financial rectification efforts. As of the end of September, the process involved a total of 538 billion yuan (approximately $74.8 billion) in funds. Notably, over 2,800 individuals were held accountable, reflecting a strong commitment to financial integrity and governance.
Enhancing Disaster Management Funds
The allocation and utilization of fiscal funds for disaster prevention, mitigation, and emergency management were also deliberated. The report proposed improvements to fiscal policies and systems, aiming to optimize fund-allocation models. Enhancing these mechanisms is crucial for better preparedness and response to natural disasters, safeguarding lives and property.

In addition to the above, the meeting heard reports on farmland protection, legislative recording and review, and addressing misconduct and corruption among the populace.
