Premier Li Qiang Advocates for Fairer, More Effective Administrative Law Enforcement

At a recent State Council study session, Chinese Premier Li Qiang emphasized the crucial need to strengthen enforcement procedures and enhance supervision to improve the quality and effectiveness of administrative law enforcement across the country.

Acknowledging existing issues of abuse of administrative discretion and unfair law enforcement in certain sectors and regions, Premier Li highlighted the importance of addressing concerns that significantly impact the public and businesses. “It is important to start with the issues that are of grave concern to the public and businesses, further improve the system of benchmarks for administrative discretion, and standardize the exercise of power,” he stated.

In a move to foster a more favorable business environment, Premier Li announced the launch of a special initiative in 2025 aimed at regulating business-related law enforcement. This initiative seeks to boost market confidence and stabilize expectations.

Regarding enforcement methods, Premier Li advocated for flexibility, especially in dealing with minor offenses that involve no intent and pose limited social harm. “Flexible measures can be applied to minor offenses,” he suggested, implying a more lenient approach could be beneficial in such cases.

The study session also featured insights from Hu Jianmiao, a professor at the Party School of the Central Committee of the Communist Party of China (National Academy of Governance). Senior officials including Vice Premiers He Lifeng and Zhang Guoqing, and State Councilor Wu Zhenglong participated in the discussions, indicating high-level commitment to these reforms.
