Shanghai’s Pudong Introduces New Measures to Attract Global Talent

Shanghai’s Pudong New Area has unveiled a series of innovative measures aimed at attracting and retaining foreign talent, enhancing the region’s global competitiveness. Announced at the 2024 Pudong International Talent Hub Forum on Saturday, the 34 new initiatives focus on simplifying procedures and improving services for foreign professionals in areas such as work, entrepreneurship, and daily life.

The new policies are designed to make it easier for foreign talent to enter and exit China. The Pudong New Area will now directly issue confirmation letters for high-caliber foreign professionals, granting them multiple-entry visas for purposes including academic exchanges, scientific research cooperation, and business visits. Notably, family members of these professionals can also enter the country using the same documents, streamlining the process for families relocating to Shanghai.

In a bid to modernize and expedite immigration procedures, Pudong will pilot an electronic visa system throughout the area. This system allows applications to be processed entirely online, eliminating the need for paper materials, original passports, or traditional paper visas. Upon arrival, individuals can simply present their passports and e-visas to pass through immigration swiftly.

Beyond easing entry and exit, the measures aim to enhance the quality of life for foreign talent residing in Pudong. Plans are underway to expand international educational and medical services, contributing to the creation of a high-quality international community. These improvements are expected to make living and working in Pudong more convenient and appealing for global professionals.

Since its designation as a “new area” in 1990, Pudong has rapidly evolved into a hub for investors, innovators, and policy pilots. The introduction of these new measures underscores Pudong’s commitment to fostering an inclusive and dynamic environment that attracts talent from around the world, further cementing its status as a leading global city.
