Chinese Vice Premier Calls for Global Unity in Climate Action at COP29 Summit

Baku, November 12, 2024 — Chinese Vice Premier Ding Xuexiang addressed the World Leaders Climate Action Summit during the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Baku, calling for enhanced global cooperation to tackle climate change.

Representing President Xi Jinping, Vice Premier Ding emphasized the importance of the principle of common but differentiated responsibilities as the cornerstone of global climate governance. “Developed countries need to increase climate ambition and action, take the lead in fulfilling emission reduction obligations, and move up the timeline for carbon neutrality,” he stated. “Developing countries also need to do our best within our capabilities.”

Ding announced that China plans to submit its 2035 nationally determined contributions, which are economy-wide and cover all greenhouse gases, striving to achieve carbon neutrality before 2060. This commitment underscores China’s dedication to environmental stewardship and its role in international climate efforts.

Highlighting the necessity of transforming growth models, Ding pointed to China’s advancements in manufacturing electric vehicles, lithium batteries, and photovoltaic products as examples of high-quality production capacity contributing to global green development. He called on the international community to work together to accelerate energy transition in an equitable, orderly, and just manner. “We must keep the industrial and supply chains of new energy stable, facilitate the accessibility and innovation of green products and technologies, and foster new quality productive forces at a faster pace,” he urged.

Addressing the critical role of funds and technology in enhancing the capacity to tackle climate change, Ding noted that since 2016, China has provided and mobilized over 177 billion yuan in project funds to support other developing countries’ climate response. He appealed to developed nations to increase financial support and technology transfer for developing countries and expressed hope for more ambitious funding targets to be set at COP29.

“China will work with all parties to uphold the vision of building a community with a shared future for mankind,” Ding concluded. “Let us make concerted efforts to protect Earth, our common home, and jointly build a clean and beautiful world.”

The Vice Premier’s speech was met with widespread approval from summit attendees, reflecting a shared commitment to addressing the pressing challenges of climate change through collaborative action.
