China has updated its list of technologies subject to export controls, prioritizing strategic sectors like battery materials while easing restrictions on architectural innovations, the Ministry of Commerce (MOFCOM) announced Tuesday. The revisions reflect efforts to balance national security with international collaboration amid evolving global tech competition.
Strategic Adjustments in Key Sectors
Battery cathode material preparation technology—including lithium iron phosphate—has been added to the restricted list, requiring export licenses. MOFCOM cited its growing use in sensitive applications, emphasizing the need to safeguard development interests. Non-ferrous metallurgy controls were also updated, with new limits on spodumene-based lithium carbonate production and adjustments to gallium extraction methods.
Promoting Global Architectural Collaboration
In a move to share expertise, China removed one prohibited item related to traditional architectural techniques and two restricted building environment control technologies. The changes aim to facilitate international partnerships while maintaining oversight of critical industrial know-how.

A MOFCOM spokesperson stated the revisions followed consultations with government bodies, industries, and the public, underscoring China’s commitment to 'high-standard opening-up.' The catalog, first introduced in 2001, has undergone four updates to align with technological advancements and geopolitical realities.
Analysts suggest the changes signal China’s intent to protect emerging industries like electric vehicle supply chains while fostering goodwill through cultural and technical exchanges.
