China Extends Anti-Dumping Duties on Japanese Capacitor Paper by Five Years

China will maintain anti-dumping duties on specialized paper imports from Japan for another five years, effective July 12, 2024, in a move to protect its domestic manufacturing sector. The Ministry of Commerce announced the extension following a comprehensive sunset review initiated four months ago at the request of the Chinese electrolytic capacitor paper industry.

“Terminating these measures would risk renewed harm to domestic producers through continued or recurring dumping,” the ministry stated. The duties will retain a maximum levy rate of 40.83% for Japanese companies, unchanged from previous levels.

Electrolytic capacitor paper – a core component in energy storage systems and electronic devices – plays a vital role in China’s growing renewable energy and tech manufacturing industries. Analysts suggest the decision reflects Beijing’s commitment to balancing fair trade practices with support for strategic domestic supply chains.

This trade measure comes amid global shifts in industrial policy and supply chain diversification. While primarily affecting niche manufacturing inputs, the move carries broader implications for cross-border trade relationships and market stability in Asia’s advanced electronics sector.
