China’s State Council Unveils Plans to Boost Trade in Services and NEV Battery Recycling

Chinese Premier Li Qiang presided over a State Council executive meeting on Friday, focusing on trade in services, services consumption, and the recycling of used new energy vehicle (NEV) power batteries.

During the meeting, an action plan was approved to enhance the recycling system for NEV power batteries, aiming to create a normative, safe, and effective system that ensures batteries can be traced throughout their entire lifecycle, including production, marketing, disassembly, and utilization.

The State Council emphasized the adoption of innovative measures to boost trade in services by fully applying a negative list for cross-border trade. This approach will introduce new opening-up measures in various fields such as telecommunication, education, culture, medical services, and finance.

Additionally, the meeting highlighted the importance of boosting exports of services and expanding multilateral and bilateral cooperation, as well as regional cooperation on trade in services and digital trade. High-quality development of services consumption was also a key focus, with strategies to increase the supply of quality services through comprehensive fiscal, tax, and financial policies.

Efforts will continue to improve related administrative regulations and accelerate the development and revision of standards for the green design and carbon footprint accounting of batteries. The State Council also noted that departments have completed handling suggestions and proposals submitted by lawmakers and political advisors last year and called for ongoing efforts to address this year's submissions effectively to garner broader public support for the country's high-quality development.
