Xi Jinping Engages Non-CPC Leaders in Shaping China’s 2025 Economic Plan

In a move to chart the course for China’s economic future, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over a symposium with non-CPC personages on December 6. The meeting aimed to solicit opinions and suggestions on the country’s current economic situation and the economic work planned for 2025.

As 2025 marks the conclusion of China’s 14th Five-Year Plan (2021-2025), Xi emphasized the necessity of implementing more proactive and impactful macroeconomic policies. He called for expanding domestic demand, integrating technological and industrial innovation, stabilizing property and stock markets, and mitigating risks in key areas and from external shocks.

“By maintaining steady expectations and unleashing greater vitality, we can sustain the economy’s upward momentum,” Xi said, underscoring the importance of achieving the goals of the current Five-Year Plan with high quality and laying a solid foundation for the upcoming 15th Five-Year Plan (2026-2030).

Attendees of the symposium included Li Qiang, Wang Huning, Cai Qi, and Ding Xuexiang, all members of the Standing Committee of the Political Bureau of the CPC Central Committee. On behalf of the CPC Central Committee, Li Qiang briefed the meeting on this year’s economic work and introduced considerations for the economic agenda of 2025.

Leaders of eight non-CPC parties, the chairperson of the All-China Federation of Industry and Commerce (ACFIC), and representatives of personages without party affiliation shared their perspectives. They expressed agreement with the CPC Central Committee’s analysis of the economic situation and plans for 2025, and offered suggestions on accelerating the development of new quality productive forces and enhancing macroeconomic regulation.

Xi Jinping acknowledged their contributions, stating that their opinions and suggestions would be carefully studied. He praised the Chinese economy’s stable performance amid a complex international and domestic environment, highlighting progress made while ensuring stability.

“The major tasks and targets for economic and social development will be successfully accomplished this year, with solid steps taken in Chinese modernization,” Xi noted.

He emphasized the strong foundation, resilience, and potential of China’s economy, affirming that the conditions supporting long-term sound development remain unchanged. Xi urged maintaining strategic focus, proactively creating a favorable external environment, steadfastly managing domestic affairs, and converting positive factors into tangible developmental achievements.

Recognizing the uncertainties and challenges facing China’s development, Xi called for comprehensive preparations to achieve next year’s economic and social development goals through persistent efforts, opening new prospects for the nation’s progress.

He encouraged all non-CPC parties, the ACFIC, and personages without party affiliation to assist the Party and government in economic work, contribute ideas to the CPC Central Committee’s decision-making, and enhance their capacity for participation in state affairs.
