In a recent statement, China’s Ministry of Commerce (MOC) criticized the United States for its domestic chip sector incentives, labeling them as “discriminatory” and a violation of international trade rules. MOC spokesperson He Yadong addressed the issue during a press conference on Thursday.
He Yadong stated that the U.S. has overstretched the concept of national security and abused export controls, leading to disruptions in global semiconductor industry chains. He highlighted that the substantial subsidies and tax incentives provided by the U.S. to its domestic chip sector are forcing companies to abandon the Chinese mainland in favor of the United States.
“These measures are discriminatory and distort the global semiconductor industry chain,” He remarked. “They violate market laws and international trade rules.”
He emphasized the highly globalized nature of the semiconductor sector, developed over decades through the combined efforts and resource endowments of different countries. The spokesperson reiterated China’s commitment to promoting high-level opening up and welcomed global semiconductor firms to invest in the Chinese mainland to foster healthy development of the global semiconductor industry chain.
Addressing the U.S. Department of Commerce’s consideration to add several Chinese chip companies related to Huawei to the sanctions list, He expressed China’s opposition to politicizing and weaponizing economic, trade, and technological issues. He noted that in recent years, the U.S. has unjustly sanctioned and suppressed Chinese enterprises, seriously disrupting global industrial and supply chains.
“China views the U.S. sanctions on more Chinese companies and the suppression of Huawei as typical economic bullying,” He said. “These actions violate international economic and trade rules and damage the global economic and trade order.”
The spokesperson urged the United States to refrain from wrongful practices and stated that China would take necessary measures to safeguard the legitimate rights and interests of its enterprises.
