China Deepens Strategic Partnership with Latin America & Caribbean

Chinese President Xi Jinping reaffirmed Beijing's commitment to expanding cooperation with Latin American and Caribbean (LAC) nations during the China-CELAC Forum's ministerial meeting, outlining a comprehensive roadmap spanning economic development, technological innovation, and cultural preservation.

Three-Year Action Plan Unveiled

China will annually host 300 senior political party delegations from CELAC countries through 2026 to strengthen governance exchanges. A new visa-free policy will initially cover five LAC nations, with plans for gradual expansion, while educational opportunities including 3,500 scholarships will enhance people-to-people ties.

Economic Integration Accelerates

Xi pledged to:

  • Expand high-quality imports from LAC countries
  • Encourage Chinese infrastructure and tech investments
  • Diversify cooperation to include AI, 5G, and green energy
The Belt and Road Initiative will integrate with regional development strategies to stabilize global supply chains and promote multilateral trade.

Security & Cultural Synergy

Joint efforts will focus on:

  • Combating cybercrime and drug trafficking
  • Protecting cultural heritage through archaeology partnerships
  • Implementing Global Development and Security Initiatives
Xi emphasized upholding UN principles while adapting international systems to contemporary challenges.
