In a significant move to bolster China’s defense capabilities, Xi Jinping, chairman of the Central Military Commission, has signed an order to promulgate a set of revised regulations governing scientific research related to military equipment.
The comprehensive regulations, encompassing 49 articles across eight chapters, will take effect on March 1. They establish stringent guidelines for quality control, cost management, acceptance procedures, support measures, as well as safety and confidentiality protocols associated with military research initiatives.
The newly introduced regulations underscore a vision centered on high quality, efficiency, low costs, and sustainable development. They advocate for a development model that integrates original innovation, independent research and development, controllability, and open exchange, aiming to create a robust framework for military technological advancements.
Furthermore, the regulations call for accelerated efforts towards self-reliance, with an emphasis on building strength in equipment-related scientific research. An innovation-driven approach is promoted, alongside improved planning for related issues, to ensure that China remains at the forefront of military technology.
Enhanced supervision and regulation are also key components of the new regulations, featuring detailed accountability measures to maintain rigorous oversight of military research activities.
