China Creates 12.56 Million New Urban Jobs in 2024, Employment Remains Stable

China's employment landscape remained robust in 2024, with the nation creating 12.56 million new urban jobs, according to the Ministry of Human Resources and Social Security.

The surveyed urban unemployment rate stood at 5.1 percent, marking a 0.1 percentage point decrease from the previous year. \"The employment situation remained generally stable,\" stated Lu Aihong, spokesperson for the ministry, during a press conference on Tuesday.

By the end of 2024, more than 33.05 million individuals who had been lifted from poverty secured employment, highlighting the country's ongoing efforts to bolster livelihoods.

Social security coverage also saw significant growth, with nearly 1.39 billion social security card holders nationwide, including 1.07 billion digital card users. The widespread adoption of both physical and digital social security cards reflects advancements in China's social welfare infrastructure.

Further emphasizing the focus on workforce development, over 12 million individuals obtained vocational skill-level certificates or professional qualification certificates last year, enhancing the nation's skilled labor pool.

Looking ahead, the ministry announced plans for 2025 that include implementing targeted employment support programs for key sectors, industries, urban-rural grassroots, and micro, small, and medium-sized enterprises. This initiative aims to establish a mechanism for collecting and releasing information on job positions related to major projects.

Efforts will also be made to accelerate the formulation of policies to enhance the private pension system's appeal, contributing to a more robust social security network.

Human resource service agencies played a pivotal role in employment, with 70,000 agencies operating across the country by the end of 2023, employing 1.06 million people. In 2023, these agencies provided services to 300 million workers and 55.99 million employers, nearly 40 percent of which were in the manufacturing sector, according to ministry official Zhang Wenmiao.

The ministry is set to introduce a youth job creation program this year, focusing on boosting employment for college graduates. \"Youth employment, particularly for college graduates, remains a top priority,\" said ministry official Chen Yongjia. Throughout 2025, the ministry will organize a series of activities to promote employment and entrepreneurship among young people.
