Beijing, October 9, 2023 — President Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, chaired a significant meeting of the Political Bureau of the CPC Central Committee on Monday.
The meeting focused on reviewing a comprehensive report from the Standing Committee of the Political Bureau after examining work reports from the leading Party members' groups of the Standing Committee of the National People's Congress (NPC), the State Council, the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the Supreme People's Court (SPC), and the Supreme People's Procuratorate (SPP). The meeting acknowledged and fully recognized the efforts made by the leading Party members' groups of the NPC Standing Committee, the State Council, the CPPCC National Committee, the SPC, and the SPP over the past year. Their work plans for 2025 were approved, highlighting a commitment to continued progress.
For the upcoming year, the leading Party members' groups of the five state institutions were urged to prioritize effective implementation of policies, foster reform initiatives, and contribute to advancing high-quality development and the realization of Chinese modernization.
The Secretariat of the CPC Central Committee was called upon to enhance political capabilities, strengthen strict self-governance, and diligently accomplish all tasks entrusted by the CPC Central Committee.

The ecological protection and high-quality development of the Yellow River Basin were underscored as matters of national significance. The meeting highlighted the importance of promoting the full enforcement of the Yellow River Protection Law to safeguard this critical region.
Specific actions proposed include systematically enhancing water source conservation in the upper reaches, strengthening soil and water conservation in the middle reaches, and advancing wetland protection and ecological governance in the lower reaches of the Yellow River.
Efforts to ensure the safety of important dams, reservoirs, and infrastructure were emphasized.
