Chinese Lawmakers Deliberate Key Reports at NPC Standing Committee Session

Senior Chinese lawmakers convened on Sunday during an ongoing session of the National People’s Congress (NPC) Standing Committee to deliberate a series of significant reports aimed at advancing the nation’s governance and development.

Focus on State-Owned Enterprises and Capital

Zhao Leji, chairman of the NPC Standing Committee, attended the plenary meeting where lawmakers examined a report on enforcing the Law on State-Owned Assets of Enterprises. The report emphasized the need to establish and improve the entrusted agency mechanism for state-owned enterprises and state capital, signaling a strategic move to enhance efficiency and oversight in the management of public assets.

Advancing Yellow River Protection

The committee reviewed a report on the enforcement of the Yellow River Protection Law. This law calls for promoting law-based governance of the Yellow River, often referred to as the “Mother River” of China, and advancing the conservation and restoration of the ecosystem across its basin. The lawmakers stressed the importance of ecological preservation in supporting sustainable development in the regions along the river.

Audit Rectification and Accountability

In addressing financial integrity, the session heard an audit rectification report for 2023. The report revealed that, as of the end of September, the rectification process had involved a total of 538 billion yuan (approximately $74.8 billion) in funds. Moreover, over 2,800 individuals had been held accountable, reflecting the government’s commitment to transparency and fiscal responsibility.

Enhancing Disaster Prevention and Emergency Management

The lawmakers deliberated on a report concerning the allocation and utilization of fiscal funds for disaster prevention, mitigation, and emergency management. The report proposed improving fiscal policies and systems, optimizing fund-allocation models to enhance the nation’s preparedness and response to natural disasters and emergencies.

Additional Deliberations

The meeting also encompassed reports on several other critical areas, including farmland protection, legislative recording and review, and addressing misconduct and corruption among the populace. These discussions underscore the NPC Standing Committee’s comprehensive approach to legislation and governance, aiming to foster social stability and promote the well-being of the people.
