Shanghai’s Pudong New Area has unveiled a set of groundbreaking measures designed to attract and retain global talent, further solidifying its position as a hub for international professionals.
At the 2024 Pudong International Talent Hub Forum held on Saturday, officials announced 34 new measures aimed at enhancing convenience and services for foreign talent working and living in the area. These initiatives cover various aspects of professional and personal life, including work, entrepreneurship, and daily living, making Pudong an even more attractive destination for foreign professionals.
Among the significant changes is the streamlined process for foreign talent to enter and exit China. The Pudong New Area now has the authority to directly issue confirmation letters for high-caliber foreign professionals. This allows eligible individuals to obtain multiple-entry visas for purposes such as academic exchanges, scientific research cooperation, or business visits. Importantly, these benefits extend to their family members, who can enter the country using the same documentation.
In a move to embrace digitalization, Pudong will pilot an electronic visa system across the entire area. The e-visa process will be conducted entirely online, eliminating the need for paper materials, original passports, or physical visas. Upon arrival, individuals can seamlessly pass through immigration using their passports and e-visas, significantly reducing wait times and procedural hassles.
The measures also focus on improving the quality of life for foreign talent residing in Pudong. Plans are underway to expand international educational and medical services, aiming to build a comprehensive, high-quality community service system tailored to international residents. These enhancements are expected to foster a more welcoming environment for global professionals and their families.
Since its designation as a new area in 1990, Pudong has rapidly transformed into a dynamic destination for investors, innovators, and policy pioneers. The latest measures underscore Shanghai’s commitment to openness and international collaboration, reinforcing Pudong’s role as a key driver in China’s economic and social development.
By introducing these innovative policies, Pudong is not only simplifying administrative procedures but also creating a more inclusive and supportive ecosystem for foreign talent. This strategic move is anticipated to attract a new wave of international professionals, contributing to the area’s diverse and vibrant community.
