China Outlines Five-Year Plan Priorities, Strengthens Cuba Ties

China's ambassador to Cuba emphasized economic modernization and technological innovation as key pillars of Beijing's current five-year development plan during a press conference in Havana on March 16. The address followed the conclusion of China's annual Two Sessions legislative meetings earlier this month, which set policy directions for 2026.

Speaking to international media representatives, the ambassador highlighted progress in renewable energy cooperation between China and Cuba, particularly in solar power infrastructure development. "Our collaboration exemplifies South-South cooperation at its most effective," stated the diplomat, noting that 32 joint projects have been initiated since 2023.

The discussion touched on enhanced trade mechanisms designed to facilitate Cuban agricultural exports to the Chinese mainland, while maintaining focus on China's domestic priorities outlined in the five-year plan:

  • Accelerated development of artificial intelligence industries
  • Expansion of high-speed rail networks
  • Healthcare system modernization

Analysts observe that China's economic planning continues to emphasize both domestic stability and international partnership models, with Caribbean nations playing an increasing role in Beijing's global development strategy.
