Chinese President Xi Jinping has underscored the importance of enhancing governance and promoting high-quality development in China’s border regions, emphasizing that no area should be left behind in the nation’s pursuit of modernization.
During a group study session of the Political Bureau of the Communist Party of China (CPC) Central Committee on Monday, Xi highlighted the critical role that border areas play in the country’s development strategy. “Modernizing the governance system and capacity in these areas is an integral part of Chinese modernization,” he stated.
Xi called for the Party’s overall leadership to be upheld in all aspects and throughout the entire governance process in border regions. He stressed the need to integrate governance with development across various domains, ensuring that border areas contribute effectively to the nation’s goals.
“No border area shall be left behind in advancing Chinese modernization,” Xi declared, signaling a commitment to inclusive growth and development.
The president also pointed out the unique advantages of border regions, urging them to leverage their coastal and frontier locations. By enhancing development momentum through reform and opening up, these areas can become leaders in the nation’s opening-up efforts and integrate smoothly into the new development pattern and unified national market.
Addressing the well-being of people living in border areas, Xi emphasized the need for integrated urban-rural development. “Ensuring the well-being of the people is essential in the process of development,” he said.
For border areas with large ethnic minority populations, Xi highlighted the importance of advancing the building of a community for the Chinese nation. He also stressed the necessity of promoting standard spoken and written Chinese and the use of unified, state-compiled textbooks to strengthen national unity.
National security and social stability were identified as bottom-line requirements for governance in border regions. Xi urged efforts to improve the effectiveness of social governance to safeguard these priorities.
Furthermore, Xi called for accelerating the development of an independent Chinese knowledge system for borderland studies. He advocated for deepening research into key theoretical and practical issues related to governance in border areas, which would support informed policy-making and governance improvements.
