The Political Bureau of the Communist Party of China (CPC) Central Committee convened on Monday to analyze and plan the nation’s economic work for 2025, alongside discussing improvements in Party conduct and anti-corruption initiatives.
Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting, emphasizing the crucial stage China is in for achieving the objectives set in the 14th Five-Year Plan (2021-2025). The country’s economic operation has remained generally stable with notable progress, enhancing economic strength, scientific and technological capabilities, and overall national power.
The meeting expressed confidence that the main goals and tasks for economic and social development in 2024 will be successfully accomplished. To ensure a robust economic performance in 2025, the leaders stressed the adoption of more proactive and impactful macroeconomic policies.
The committee urged the implementation of a more proactive fiscal policy and a moderately loose monetary policy. It highlighted the necessity to enrich and improve the policy toolkit, strengthen unconventional counter-cyclical adjustments, and enhance the coordination of various policies to make macro regulation more forward-looking, targeted, and effective.
Boosting consumption vigorously, improving investment efficiency, and expanding domestic demand were identified as key strategies. The meeting emphasized fostering new quality productive forces driven by scientific and technological innovation and developing a modernized industrial system.
The leaders called for leveraging the leading role of economic system reform and ensuring the effective implementation of significant reform measures. They advocated for expanding high-standard opening up, stabilizing foreign trade and investment, and effectively preventing and defusing risks in key sectors to avert systemic risks.
The meeting also focused on promoting the integrated development of urban and rural areas, advancing major regional development strategies, accelerating the green transition in all fields of economic and social development, and intensifying efforts to safeguard and improve people’s livelihood.
Strengthening the Party’s leadership over economic work was deemed essential to ensure the faithful execution of the CPC Central Committee’s decisions and arrangements.
In addressing Party conduct and anti-corruption work, the committee discussed plans to enhance these efforts. Disciplinary inspection and supervision bodies were urged to maintain a tough stance against corruption. Regular oversight and inspection should cover the implementation of major reforms.
The meeting called for continued efforts to tackle misconduct and corruption that directly affect people’s lives, ensuring that the general public benefits more equitably from the achievements of reform and development.
Prior to the main meeting, Xi Jinping chaired a session of the Standing Committee of the Political Bureau of the CPC Central Committee, which reviewed the work of the CPC Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision in 2024.
It was decided that the fourth plenary session of the 20th CCDI will be held from January 6 to 8, 2025.
