China Unveils Action Plan to Modernize Trade System, Prioritize Rural Development

China has announced a comprehensive action plan aimed at modernizing the nation’s trade circulation system and propelling high-quality development within its wholesale and retail sectors. Released on Tuesday by the Ministry of Commerce along with eight other government agencies, the plan outlines strategic objectives to establish a seamless and efficient trade network by 2027.

The initiative focuses on creating a trade system that effectively connects domestic and international markets, integrates urban and rural economies, and strengthens the link between production and sales. A significant emphasis is placed on enhancing rural markets, with plans to upgrade local stores and marketplaces, improve logistics and distribution systems in rural areas, and address gaps in cold chain logistics for agricultural products.

One of the key goals is to bolster the logistics and distribution channels at the county, township, and village levels. By doing so, China aims to increase the cold chain circulation rate to 25 percent for fruits and vegetables and 45 percent for meat products, ensuring fresher produce reaches consumers more efficiently.

The action plan also introduces a comprehensive strategy to enhance the digitalization, automation, and sustainability of commerce and logistics. This includes promoting advanced technologies and practices that support integrated domestic and international trade development, further solidifying China’s position in global markets.
