China Launches Campaign to Protect Delivery Workers from Algorithmic Exploitation

Chinese authorities have initiated a nationwide campaign urging online platforms to scrutinize and rectify algorithmic practices that may exploit delivery workers. The move, announced on Sunday, aims to address growing concerns over the pressures placed on delivery personnel due to algorithmically determined delivery times and routes.

The campaign, led by the Office of the Central Cyberspace Affairs Commission in collaboration with several other authorities, targets improper algorithmic systems that infringe on the rights and interests of workers and users in the internet industry. By cracking down on these exploitative practices, the authorities hope to improve working conditions and safety for millions of delivery workers across the Chinese mainland.

One of the primary issues highlighted is the compression of delivery times imposed by algorithms, which often forces delivery workers to rush to meet tight deadlines. This pressure can lead to traffic violations and accidents as workers strive to avoid delays. The authorities have called on online platforms to transparently disclose their algorithmic rules, including time estimates and route planning, to ensure fairness and safety.

Moreover, platforms are required to promptly address appeals from delivery workers regarding delays caused by uncontrollable factors such as traffic accidents and severe weather conditions. By acknowledging these challenges, the campaign seeks to reduce undue stress on workers and promote a more humane working environment.

The initiative is set to run until February next year and extends beyond delivery services. It also targets other internet enterprises, including online video and shopping platforms. The authorities aim to tackle major concerns of netizens such as “information cocoons” created by homogeneous content recommendations and big data-based price discrimination that charges different prices to different users.

By addressing these issues, the campaign demonstrates China’s commitment to protecting workers’ rights and enhancing fairness in the rapidly evolving digital economy. It reflects a broader effort to ensure that technological advancements serve the well-being of all members of society.
