Xi Jinping Calls for Enhanced Role of CPPCC in Advancing People’s Democracy

Chinese President Xi Jinping has called for renewed efforts to maximize the political advantages of the Chinese People’s Political Consultative Conference (CPPCC) in promoting whole-process people’s democracy. Speaking on Friday at a meeting in Beijing marking the 75th anniversary of the CPPCC’s founding, Xi emphasized the unique role the CPPCC plays in China’s political system.

“Over the past 75 years, the CPPCC has proven to be an innovative political system that brings together political parties, prominent individuals without party affiliation, people’s organizations, and people from all walks of life and ethnic groups under the leadership of the Communist Party of China (CPC),” Xi said.

He highlighted the need to uphold the Party’s leadership over the CPPCC and to enhance its role as a specialized consultative body. Xi outlined key aspects of strengthening the CPPCC’s work, including improving China’s socialist political party system and advancing consultative democracy.

Consultative democracy, Xi noted, is a vital component of whole-process people’s democracy. He urged the creation of favorable conditions to promote extensive, multilevel, and institutionalized consultative democracy, allowing diverse opinions to be fully expressed and broad consensus to be reached.

President Xi called on the CPPCC to integrate Party leadership, the united front, and consultative democracy, rallying the people’s support for the advancement of Chinese modernization. He emphasized the importance of political unity and cooperation among political parties, organizations, and various ethnic and social sectors.

Addressing major, complex, and pressing issues, Xi urged the CPPCC to leverage its strengths in pooling talent and wisdom. He also stressed enhancing political guidance for intellectuals who are not Party members, people working in the non-public sector, emerging social groups, and religious figures.

Enhancing mechanisms for thorough consultation and interaction was highlighted, with Xi advocating for systems where social conditions and public opinion are effectively reflected, and the people are engaged and served.

In his remarks, Xi underscored the importance of helping political advisors deepen their understanding of the CPPCC, increase their competency in state affairs deliberation, observe discipline and regulations, and uphold moral standards.

He called on CPC committees at all levels to strengthen their leadership over the CPPCC’s work.

The meeting was also attended by senior Party officials, including Li Qiang, Zhao Leji, Cai Qi, Ding Xuexiang, and Li Xi. Vice President Han Zheng was present as well.

Wang Huning, chairman of the CPPCC National Committee, presided over the meeting. Wang emphasized that Xi’s speech provides direction and fundamental guidance for the high-quality development of the CPPCC’s work in the new era.

“We must earnestly study, understand, and implement the important thinking on strengthening and improving the work of the CPPCC,” Wang said, urging efforts to uphold Xi’s core leadership within the CPC and maintain the authority and centralized, unified leadership of the CPC Central Committee.
