Chinese Premier Li Qiang Urges Solid Reforms to Meet Annual Development Goals

Chinese Premier Li Qiang emphasized the critical importance of implementing solid reforms to achieve the nation’s annual economic and social development goals during the fifth plenary meeting of the State Council on Friday.

Chairing the meeting, Premier Li underscored the need to enhance the effectiveness of economic structural reforms. He highlighted key areas such as promoting fiscal and tax reforms, building a unified national market, and advancing new urbanization as focal points for driving comprehensive development.

“We must strengthen the economic recovery trend by expanding domestic demand with a focus on boosting consumption,” Li stated. He advocated for improving the scale and quality of service consumption and developing differentiated support policies to meet the diverse needs of various groups, thereby fully unleashing consumption potential.

On investment, the premier stressed the essential role of government investment in boosting economic growth and called for the effective implementation of policies supporting private investment. “We should increase the scope, scale, and proportion of local government special bonds used as capital funds,” he said.

Li highlighted the importance of continuous improvement in the communication and exchange mechanisms between the government and enterprises. He emphasized that the voices of businesses should be heard and their difficulties genuinely addressed to foster a favorable business environment.

“Developing new quality productive forces according to local conditions is vital,” Li noted, encouraging support for the promotion, application, and upgrade of new technologies and products. He also called for active adaptation to global changes and improvements in high-standard opening up, with more efforts to attract and utilize foreign investment.

Addressing social concerns, the premier advocated for measures to support and improve people’s livelihoods, stabilize employment for key groups, and introduce new strategies to increase residents’ income.

Li stressed that government work should be more law-based, noting that the fundamental goal of administrative law enforcement is to maintain the order of the socialist market economy. “This will create a favorable business environment to boost the innovative development of all market entities,” he concluded.
