Chinese Premier Li Qiang emphasized the crucial importance of enhancing law-based governance during a study session held by the State Council on Wednesday.
Addressing government officials, Li underscored the need to improve the ability to work and solve problems in accordance with the law, aiming to make solid progress in building a government grounded in legal principles.
He called on officials to heighten their awareness of the rule of law and to perform their duties accordingly, ensuring that government work is conducted within a legal framework.
Premier Li stressed the importance of updating legislation to guarantee that administrative actions have a legal basis. He advocated for the prompt revision or abolishment of laws and regulations that no longer meet the demands of reform and development.
He urged a problem-oriented and responsive approach to legislation to help enterprises and the public address practical issues. Furthermore, he highlighted the need for an impartial yet flexible approach to law enforcement.
Li called for efforts to standardize administrative discretion so that punishment standards for offenses are consistent, procedures are fair, and outcomes are reasonable. He also emphasized the necessity of refining the supervision system for administrative powers.
At the session, Ma Huaide, president of the China University of Political Science and Law, delivered a lecture. Vice Premier Ding Xuexiang and He Lifeng, along with State Councilor Wu Zhenglong, participated in the discussion.
