Chinese Defense Minister Unveils Six-Point Global Security Proposal at Shangri-La Dialogue

At the 21st Shangri-La Dialogue in Singapore, Chinese Defense Minister Dong Jun presented a comprehensive six-point plan aimed at enhancing global security and fostering international cooperation. In his address on Sunday, Dong emphasized China’s commitment to building a community with a shared future for humanity, highlighting the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative.

Drawing on Asian Wisdom for Global Harmony

Dong underscored the importance of “Asian wisdom” in addressing contemporary security challenges. “People in the Asia-Pacific are committed to pursuing harmony, are peace-loving, independent, self-reliant, and have always supported each other through thick and thin,” he stated. He called for nations to build consensus and seek common ground while setting aside differences, leveraging the region’s rich cultural heritage to promote peace and stability.

Six Measures for Enhanced Security Cooperation

The Defense Minister outlined six key measures that China is willing to pursue in collaboration with other countries:

  1. Protect legitimate security interests: Working together to safeguard the security needs of all nations.
  2. Build a just and equitable international order: Promoting fairness and justice in global governance.
  3. Enhance regional security architecture: Strengthening existing frameworks to better address regional challenges.
  4. Advance open and substantive defense cooperation: Encouraging transparency and practical collaboration in defense.
  5. Set examples in maritime security: Demonstrating cooperation to ensure safe and secure seas.
  6. Strengthen governance in emerging areas: Addressing new security domains such as cyberspace and outer space.

“China values peace and harmony and is committed to pursuing common security, equality, and mutual respect,” Dong affirmed. He stressed the nation’s dedication to openness and inclusiveness while firmly safeguarding its core interests.

Addressing Regional Stability and Sovereignty

Regarding the South China Sea, Dong noted that the region has maintained overall stability. He urged certain countries to recognize their true interests and return to dialogue and consultation as means to resolve disputes.

On the issue of the Taiwan region, Dong reiterated that the Chinese People’s Liberation Army would take resolute actions to curb any attempts at “Taiwan independence,” ensuring that such efforts do not succeed.

Engaging with Global Leaders

During the summit, Dong met with senior defense officials from several countries, including the United States, Canada, Thailand, Japan, Australia, France, Cambodia, and New Zealand. He also held talks with the president of the International Committee of the Red Cross and the High Representative of the European Union for Foreign Affairs and Security Policy, discussing avenues for enhanced cooperation and mutual understanding.

Dong’s proposals at the Shangri-La Dialogue reflect China’s aspiration to collaborate with the international community in fostering peace, stability, and prosperity. By advocating for shared security interests and mutual respect, China aims to contribute to a more harmonious global landscape.
