China Unveils Ambitious Plan for Nationwide Smart Cities by 2027

China has announced a comprehensive guideline aimed at promoting the development of smart cities and accelerating urban digital transformation. The initiative, unveiled on Monday by the national data bureau along with several other government departments, seeks to integrate digital technologies into all aspects of urban life, making cities more livable, resilient, and efficient.

By 2027, China expects significant progress in the digital transformation of urban areas, anticipating the establishment of numerous smart cities across the nation. This move is part of a broader strategy to deepen the integration between digital technologies and the economy, governance, and daily life.

Transforming Urban Development

Chen Ronghui, deputy head of the national data bureau, highlighted the importance of incorporating data into the entire urban development cycle. “To facilitate high-quality development, efficient governance, and an improved quality of life in urban areas, the integration and development of data will be incorporated into the entire urban digital transformation process,” Chen stated.

The guideline emphasizes combining data with urban planning, construction, management, and services. It also focuses on coordinating technological advancements with institutional innovation to drive progress in urban management.

According to Wu Xiaoning, an official with the bureau, the digital transformation will encompass all aspects of urban development. “The across-the-board digital transformation will involve urban planning, construction, management, service, and operation,” Wu noted.

To promote this transformation, efforts will be made to establish platforms for urban digitization, enhance digital infrastructure, and implement institutional innovations. These steps are designed to meet the demands of modern digital urban management and ensure that cities are equipped to handle future challenges.
