China Intensifies Diplomatic Efforts to Resolve Ukraine Crisis

The Russia-Ukraine crisis has entered its third year, causing a significant impact on international society. The long-standing conflict has shattered the facade of post-Cold War peace in Europe, prompting a reconstruction of the European security architecture.

Europe faces economic challenges, including higher costs of living, weaker external demand, elevated inflation, and monetary tightening. Germany, as the engine of the EU economy, experienced a 0.3 percent GDP contraction in 2023, signaling the risk of another year of recession. Additionally, conflicts in Eastern Europe and the Middle East are affecting energy markets globally.

In this context, there is an urgent need to end the conflicts through peaceful and diplomatic means. China has consistently pursued peace and promoted dialogue among the involved parties. Li Hui, special representative of the Chinese government on Eurasian affairs, recently concluded a second round of shuttle diplomacy between Russia, Ukraine, and other European countries such as Poland and France. During these visits, he held in-depth talks on the political settlement of the Ukraine crisis.

In February 2023, China introduced a 12-point proposal for a political settlement of the Ukraine crisis, aligning with the principles of the Global Security Initiative proposed in 2022. This initiative underscores China’s commitment to promoting peace talks and contributing to a resolution of the conflict.

As the crisis continues without a military resolution, there is growing expectation for China to play a greater role in facilitating an end to the war. Achieving peace will require constructive efforts from all parties involved.
