Beijing, China—In a significant move to foster innovation and economic growth, China’s National Intellectual Property Administration (NIPA) has unveiled a comprehensive plan to enhance patent industrialization and increase intellectual property (IP) awareness among small and medium-sized enterprises (SMEs) by 2025.
The initiative, developed in collaboration with four government departments, aims to cultivate a new wave of “little giant” firms—SMEs specializing in niche markets and leveraging cutting-edge technologies. By strengthening support for these enterprises, China seeks to promote the listing of qualifying companies and encourage the development of competitive, patent-intensive products.
According to the plan, integrating the patent chain with the innovation, industrial, talent, and services chains is crucial. A NIPA official stated, “This integration will promote the effective flow and efficient allocation of innovative resources, contributing to the rapid development and expansion of enterprises.”
The government also emphasizes increasing public awareness of IP products and expanding public-service IP offerings. By guiding enterprises to effectively utilize these resources, the plan aims to enhance the economic benefits and market competitiveness of businesses across the nation.
To further support SMEs, China will establish key industry databases designed to reduce barriers and costs associated with obtaining crucial information. These databases will play a vital role in leveling the playing field for smaller enterprises, enabling them to participate more actively in the market and innovate effectively.
This strategic focus on patent industrialization reflects China’s broader commitment to fostering an environment where innovation thrives, SMEs flourish, and the nation’s economic landscape continues to evolve dynamically.
