China is celebrating the 10th anniversary of its neighborhood diplomacy policy, a cornerstone of its foreign relations aimed at fostering cooperation and mutual development with neighboring countries. On October 24, Chinese President Xi Jinping reaffirmed China’s commitment to this principle, emphasizing amity, sincerity, mutual benefit, and inclusiveness in a message to an international symposium marking the milestone.
“China will work with other countries to build an Asian homeland of peace, tranquility, prosperity, beauty, and friendly coexistence,” President Xi stated, highlighting the significance of collaborative efforts in the region.
Ten years ago, in October 2013, the Communist Party of China (CPC) Central Committee held a high-level conference on neighborhood diplomacy. President Xi’s keynote speech at the conference outlined the importance of fostering strong ties with neighboring nations to achieve stability and prosperity. This policy has since become one of the two key pillars of China’s foreign relations, alongside major-country diplomacy with Chinese characteristics.
The Strategic Importance of Neighborhood Diplomacy
China shares borders with as many as 20 countries—14 by land and six by sea—making its neighborhood one of the most complex and strategically significant in the world. The country’s vast periphery encompasses diverse geopolitical landscapes, historical ties, and economic relationships.
Promoting neighborhood diplomacy is considered essential for realizing China’s modernization goals and the rejuvenation of the Chinese nation. By fostering a favorable environment in its surroundings, China aims to facilitate reform and development not only within its own borders but also extend benefits to its neighbors through shared growth and cooperation.
“This is by no means a one-way policy,” emphasized experts familiar with China’s diplomatic strategies. “The realization of neighborhood diplomacy will benefit more neighboring countries and achieve common development.”
