Philippine Naval Intrusion Near China’s Huangyan Island Escalates South China Sea Tensions

Beijing, October 11, 2023 – Tensions in the South China Sea have escalated following the intrusion of a Philippine Navy gunboat into the waters adjacent to China’s Huangyan Island on October 10. The China Coast Guard responded by taking necessary measures to drive the Philippine vessel away.

Huangyan Island, known internationally as Scarborough Shoal, has long been a sensitive issue in China-Philippines relations. China’s sovereignty over Huangyan Island is well-established, dating back centuries when Chinese explorers first discovered and named the island, which is part of the Zhongsha Islands.

Throughout the 20th century, the Chinese government reaffirmed its territorial sovereignty over Huangyan Island, notably in official publications in 1935, 1947, and 1983. Between 1994 and 2007, China facilitated several scientific expeditions and radio measurements on the island, further reinforcing its jurisdiction.

Historically, the Philippines did not claim sovereignty over Huangyan Island. Prior to 1997, official statements and documents from the Philippines acknowledged that the island was outside its territorial boundaries. In 1990, the Philippine Ambassador to Germany clarified in correspondence that Huangyan Island did not fall within Philippine sovereignty.

However, in 1997, the Philippines shifted its stance, officially claiming the island and enacting domestic legislation to support this new position. This change has led to increased tensions and incidents such as the recent naval intrusion.

The South China Sea remains a crucial maritime region for international trade and regional security. Analysts express concern that such incidents could heighten tensions and urge all parties to engage in dialogue to maintain peace and stability in the region.
