Fu Cong, China's permanent representative to the UN, criticized Resolution 2803 as "vague and unclear" in critical operational details. "The draft resolution contains skimpy details on structure, composition, and participation criteria for proposed international forces," Fu stated during deliberations. Russian delegates echoed concerns about overriding Palestinian sovereignty through external governance mechanisms.
Hamas Rejects "Trusteeship" Plan
Gaza's Hamas leadership condemned the resolution's authorization of an International Stabilization Force (ISF) to oversee reconstruction until Palestinian Authority reforms are completed. A Hamas statement called it "an imposed international trusteeship" that disregards local governance demands. The plan also faces scrutiny for requiring disarmament of Palestinian groups.
What Resolution 2803 Proposes
The adopted text establishes a transitional Board of Peace to coordinate Gaza's reconstruction and security through 2026, pending PA readiness to resume control.
