Macao SAR Unveils 2026 Reform and Economic Diversification Plan

Macao Special Administrative Region Chief Executive Sam Hou Fai announced ambitious plans to accelerate administrative reforms and economic diversification through 2026 during Tuesday's Policy Address. The roadmap addresses global economic shifts while positioning the region for sustainable growth through enhanced integration with mainland development initiatives.

"We must balance immediate needs with strategic vision," Sam told legislators, outlining four key priorities: streamlining governance structures, fostering new economic drivers, improving social welfare systems, and deepening collaboration through the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.

The plan targets continued GDP growth through enhanced cross-border coordination and business environment improvements. Special emphasis was placed on developing emerging industries to reduce reliance on traditional sectors, with the Hengqin cooperation zone expected to generate fresh momentum through expanded infrastructure links and policy coordination.

National security safeguards and legal system modernization were highlighted as foundational elements for development. The government pledged to strengthen crisis management capabilities while maintaining social stability through improved public services and livelihood protections for residents.
