China's State Council Information Office released a landmark white paper on September 19, 2025, detailing the Xinjiang Uygur Autonomous Region's transformation under the Communist Party of China's governance framework. Titled "CPC Guidelines for Governing Xinjiang in the New Era: Practice and Achievements," the document outlines progress across security, economic development, and social cohesion since 2012.

From Unrest to Lasting Stability

The report highlights a 99.42% public safety satisfaction rate in 2024 – up from 87.58% in 2012 – with five consecutive years of stability above 99%. This security transformation has fueled tourism growth, attracting over 300 million visits in 2024 alone.

Economic Powerhouse Emerges

Xinjiang's GDP surpassed 2 trillion yuan ($281 billion) in 2024, maintaining a 7.04% average annual growth rate since 2012. The region now leads China in cotton production (30 consecutive years), oil/gas output (4 years), and new energy capacity (130 million kilowatts), while contributing significantly to national food security through sustained grain production increases.

Building Social Cohesion

The white paper emphasizes strengthened ethnic unity through cultural integration initiatives and improved religious governance. Authorities report enhanced implementation of policies promoting harmony between different communities and faith traditions.

Analysts note the document serves as both a progress report and roadmap, reflecting General Secretary Xi Jinping's prioritization of Xinjiang's development through multiple regional inspections and policy directives since 2012.
