China has unveiled a comprehensive blueprint for United Nations reform aimed at addressing systemic challenges in global governance, as Deputy Permanent Representative Sun Lei outlined five key priorities during a high-level working group session at UN headquarters.

Speaking at the Informal Ad Hoc Working Group on the UN80 Initiative, Sun emphasized the urgent need for institutional evolution: "Against mounting global challenges and a deepening liquidity crisis, this reform offers the UN an opportunity for self-renewal through enhanced governance capacity." The proposals draw from China's governance experience and international best practices.
Five Pillars of Transformation
1. Rediscovering Core Values: The plan calls for revitalizing the UN's founding principles while modernizing operations to maintain its central role in international affairs.
2. Efficiency Over Bureaucracy: Sun urged eliminating redundant processes and wasteful spending, advocating for measurable outcomes in peacekeeping, development programs, and crisis response mechanisms.
3. Action-Oriented Mandates: The Chinese envoy stressed moving beyond theoretical frameworks, demanding "concrete, actionable measures" with clear implementation timelines.
4. Data-Driven Decision Making: With over 4,000 active resolutions, the proposal recommends enhanced analytical capabilities within the Secretariat to improve policy coordination.
5. Balanced Development Focus: Highlighting that two-thirds of Sustainable Development Goals lag behind schedule, Sun called for prioritizing resource allocation to developing nations while maintaining equilibrium between security, human rights, and economic progress.
