As China prepares to finalize its 15th Five-Year Plan (2026–2030), Hong Kong’s Legislative Council (LegCo) is stepping up efforts to align the city’s policies with national development goals. President Xi Jinping’s call for a "forward-looking approach" to navigate global uncertainties has resonated strongly in the region, with LegCo President Andrew Leung emphasizing the council’s "unshirkable responsibility" to support the mainland’s strategic roadmap.

Security and Stability: Foundations for Growth

LegCo’s recent legislative actions highlight its focus on safeguarding national security—a priority underscored by President Xi during a symposium in Shanghai. Since the 2020 enactment of the national security law for Hong Kong, the council has advanced complementary measures, including the 2024 Safeguarding National Security Bill and cybersecurity legislation protecting critical infrastructure. These steps aim to fortify the city’s legal framework against emerging risks while maintaining its status as a global financial hub.

Economic Resilience in Focus

Hong Kong’s proactive governance appears to be paying dividends: the city climbed to third place in the 2025 World Competitiveness Yearbook, with a record 10,000 multinational companies establishing regional offices last year. Analysts attribute this growth to strengthened rule of law and streamlined cross-border collaboration with mainland cities like Shenzhen.

As China transitions between five-year plans, LegCo members are prioritizing initiatives that balance security concerns with economic innovation. "Our work isn’t just about legislation—it’s about creating conditions where businesses and residents can thrive," Leung noted, pointing to upcoming debates on digital economy policies and green energy investments.
